Ngày 11/10/2013, UBND Tỉnh ban hành Quyết định số 43/2013/QĐ-UBND về quy chế phát ngôn, cung cấp, đăng phát và xử lí thông tin trên báo chí thuộc địa bàn Hà Tĩnh. Tuy vậy, qua theo dõi cũng như phản ánh của Ban Tuyên giáo Tỉnh ủy nhận thấy việc thực hiện Quy chế nêu trên ở một số sở,ban, ngành, địa phương, đơn vị chưa nghiêm tú, một số đơn vị chưa chủ động trong việc phát ngôn, cung cấp thông tin, chưa tập trung xử lí các thông tin báo chí nêu......
